The backstory
Concerns were raised by the council members regarding a towing procedure in which tow vehicles contracted by residential complexes look for infractions. Sometimes the car owners end up with enormous expenditures as a result of minor blunders.
Numerous people who attempted to abide by the rules at apartment complexes but were towed have been interviewed by FOX 4. Some said that although they paid, they registered their car online using the incorrect license plate number.

The assistant director of the Transportation and Public Works department was asked by the council members at Tuesday’s meeting if there was anything they could do to help homeowners avoid having to pay exorbitant tow bills.

Council member Zarin Gracey stated, “I’m looking for ways to be able to regulate to keep those from happening again.”
“These yards are put up to generate revenue. They are a company. I don’t hold it against them. Council member Gay Donnell Willis continued, “But all you have to do is sit in the lobby and realize that this is affecting those who can afford it the least.”
State-regulated private companies are involved in apartment towing, according to the assistant director of Transportation and Public Works.

Dallas could change its policy, which has been in place for 30 years, regarding towing on private roadways. As of right present, the city is permitted to tow cars that have been left unattended for a full day.
Willis, a council member, suggested that the city think about increasing it to 48 or 72 hours.
Approximately 3,300 of the 13,000 abandoned car warnings Dallas gave in 2024 were towed.
