Days after the complaint regarding the August arrest was filed, 33-year-old Donald Mercer resigned from the Cedar Hill Police Department. On Monday, he surrendered himself to the police.
When the city received the accusation that the officer had sexually harassed a lady who had been detained for DWI, he was already being investigated for another incident.

The former officer stopped a 26-year-old woman near 400 East Belt Line Road in August, according to Mercer’s arrest warrant.
She was taken to Midlothian Methodist Hospital for a blood draw after Mercer arrested her for DWI after she failed field sobriety tests and put her in the back of his patrol car.
According to the affidavit, the woman told Officer Mercer she had “marijuana in her pocket” as she was leaving the hospital.
On camera, Texas DPS claims that Officer Mercer allegedly reached into her pocket, kissed her lips and neck, fastened her seatbelt, and drove away.

Donald Mercer, a former Cedar Hill police officer, has been charged with a crime for allegedly mistreating a woman during a DWI arrest in August 2024.
But Officer Mercer didn’t get very far. According to the arrest request, he turned off his body camera and the lights of the police cruiser as he pulled into a parking space a mile away. However, as soon as he opened the victim’s door, his back patrol car camera began to record.
The two are purportedly seen speaking outside the automobile in that video. According to the woman, she refused Officer Mercer’s request for oral sex.
The officer can be seen on camera putting her back in the patrol car. “Her hands are still cuffed behind her back, and she is whimpering,” the document reads.
On the route to jail, the arrest record states, “The victim is seen passing out several times due to her intoxication level.” The cop allegedly texted her the following day to promise to return her marijuana.
“You pulled over in the middle of nowhere to get me to [do a sex act],” the victim texted the officer one month later, according to the affidavit. You are aware that I can report you?
According to Cedar Hill police officers, Mercer chose to resign from the force rather than be subject to termination procedures.
Mercer’s lawyer is urging people to hold off on making snap decisions and claims to be looking into the matter on its own.
Official oppression, a Class A misdemeanor, was the charge brought against Mercer.
