Texas’s Fort WorthFort Worth will see the opening of a shelter for victims of human trafficking.
A site proposal for the Human Justice Reform center at Mercy Culture Church was approved by the Fort Worth City Council. The church plans to construct a brand-new, roughly 43,000-square-foot facility that will house 16 employees and 107 bedrooms.
The facility would be located between I-35W and the Oakhurst area, which is home to single-family homes. According to the church, there is a densely forested area between the neighborhood and the facility.
The new structure will face I-35W for three storeys and Oakhurst Scenic Drive for two stories. At the moment, the location is empty. Additionally, the church intends to install an 8-foot brick fence.

In the documents that the city was provided with, the church states, “The center will serve women who willingly choose to commit to the curriculum laid out by the Justice Reform staff and will purpose to serve the women who are in most need and have areas that would be greatly blessed by spiritual healing under the governance and protection of Mercy Culture Church.”
Council members heard two hours of public comments from local residents and churchgoers in the Oakhurst area on Tuesday.
The shelter’s supporters claimed it would assist human trafficking victims in starting over, while its detractors voiced worries about parking, traffic, and security.
A vote of six to four narrowly approved the project.
Human trafficking reports in Fort Worth have decreased by 29% between January and September of 2024 compared to 2023, according to the Fort Worth Police Department’s 2024 Third Quarter Crime Report.
In 2023, 24 cases were reported, and in 2024, 17 cases were reported.
